Gah you're killing me here, I was excited for raiding SW there for a moment!

Any other suggestions?

Hrm, Im able to do it on my horde toons. Its possible that the boat simply hasnt arrived when you change phases but also I suspect you may need to do the horde BFA intro questline as well? Not sure why that would affect SW phasing but hey. The games fucking weird like that.
 
Take the boat in SW. Fly yourself there on a high level if you can, being high up on top of the boat the guards don't attack you.
 
i imagine chromie time and warmode can F up the phasing… tho if i remember well, i shipped to boralus both with warmode on and off. i second Chops here, all my chara had the bfa intro quests done. Also, since im f2p, all of them were bfa chromie time.

I've done all of the intro quests i'd assume, as i've got every possible piece of azerite armor (did it back when it was a thing).
I do have warmode on, that possibly could be it?
I waited around for the boat to come for about 10 minutes and saw nothing. I also saw no other boats appearing either. Guards were there however

guessing the jailbreak quest could affect phasing in SW?

its the old darnassus boat, i dont think theres supposed to be guards. Youre not really in danger there.
 
Glad you finally got over there. I suspect there is some quest in your log that's causing the phasing issue. Could be an un-done xPac into ( Legion / WoD ) or some such quest that phases you automatically out in the world. No matter... you made it over. I wish you good fortune on procs!
 
if you have the legion intro quest in your books or are in legion time, the docks in SW are phased preBFA
i get on ship in SW as a ghost, once there i run to the edge of black water die as a ghost again, next run to body to res
 
update, you can go to SW docks on the left side of the boat jump on ledge by the 6 cannon doors and ride the boat alive to BFA Kul'tiras alliance zone

I always feel like a stow-away when I take the Alliance boat to Kul Tiras..
