Deluxe expansion lvl 40 mount rumors

So, there are rumors this mount will be 100% speed at level 40. This makes no sense to me since TBC changes mounts/riding skill to 30/60. Where is this even coming from? If somehow it's true, it's a total gamechanger as having a 100% mount would be a huge advantage (like people who got R11 in 59s).
 
Not exactly like R11 at 59 since that was a 100% speed mount when others were on 60%.

Not really a game changer at all. How is everyone having a 100% mount that much different from everyone having a 60%?

What? This would be exactly like r11 when people who bought deluxe would have 100% mounts where people who didn't had 60% mounts.
