Hey, since i have collected a bunch of Weapons over the Years, i wanted to share some results of my tests.
All tests are done with Autohits with the same Gear, no Buffs ,no Poison and all with Elemental Force.

AND YES I KNOW MY PAINTSKILLS ARE AWESOME!
ALSO I KNOW SOME COMBOS ARE STUPID.

Ay, this is informative.
Since we're on the topic of weapon combos: Has anyone tested the procrate of Blackout Truncheon?

Im looking to get Ironfoe + https://www.wowhead.com/item=27901/blackout-truncheon?bonus=6710 - for my windfury build, and I've been drooling abit over this combo, seeing as Iron Foe has been proccing well on my Prottie.
 
Nice work, interested to know how often those 2 slow weapons proc.

Sharing some stuff I've looked at myself:

Venomspitter, Bite of Serra'kis and Keris of Zul'Serak have decent dots, every 2 secs instead of the 3 on viper.

Gahz'rilla Fang/Toxic Revenger have an AoE damage aura.

Firebreather (not tried this one but might be decent)

Blade of the Wretched 1 second ticks over 3 secs.

Skullforge Reaver 30 sec dot ticking every second.

Digmaster 5000 armor debuff edit: thought this was BoP but it's another rare BoE.

The Cruel Hand of Timmy only affects whites and won't reduce any ability damage (Tested in duel). It will make every white miss for the duration if the proc takes their damage to 0-0. Could be pretty troll vs heavy white melee damage. Dual wieldable but not sure if you get 2 separate procs or not.

Im wondering mostly about the Classic BoE world drop epics... Do they still scale down and is for example Destiny or
Hand of Edward the Odd
availiable for lvl 19s and 20s?
I have done tests with all the Proc 1h weapons i could get on my lvl 19, from WoD rare drop weapons, to Classic dungeons weapons, I wanted to see if the extra procs would make my elemental force proc more but it hardly did... also the extra damage was pretty minor compared to the extra stats you would get from other weapons.
So my research continues to find good weapons for my 19 rogue. The Dazzling longsword and Phantom blade are really interesting for rog v rog battles. And might even increase the damage by alot because of the armor reduction...

The old world drops seem really interesting. I know Destiny and Skullflame shield drops, and scales all the way down.
Been crying for a skullflame shield drop on my Pala, wich probably won't happen in a million years.

I've played since TBC and only missed MoP/BfA and I've had that Shield drop exactly once. There were XPacs that I had every Class at max Level, grinding that shit out the old fashion way through Vanilla Zones until ~58.

I have 2 on my lvl 5 banker they sales to req lvl 25
 
One thing to keep in mind is outlaw can not use dfa with anything other then swords/maces/axes. daggers can not trigger the dispatch portion of dfa as outlaw.

Also your testing on phantomblade lines up with my own, same with thrashblade which is nice to see. I am pretty surprised by dazzlings uptime but the king of armourpen items is still bashgudder which has 100% uptime and stacks 3 times. Shame its lowest level is 23 and not 20 :(
