Correct, you want to be 44 to farm 39 BoEs, other than epic BoE drops. For epics, I don't know what level they require, but I'll bet whatever level distance other brackets use, holds true for 39s as well. I don't know of any epic BoEs that 39s would want. Likewise, you would want to be 43 to farm BoE weapons, but I don't know of any BoE weapons that are worth farming for 39s.

Farming BoE greens with a 24-5 and a high level in Legion drops the 20 gear for the 24-5 and 39 for the high level.
Like a 50-60 BM monk with a statue and AoE and a 24 puller... lots of both. Been vendoring the 39 cuz no one buys.
edit- also ilvl 48 (i think?) BoE relics for your artifact weapons.

if you psync, the mobs scale all the way up to lvl 50, thus dropping lvl 44 req green BoEs.

That explains why it's been (relatively) easier to find BoEs with sockets and tertiaries on the AH.
Yer breakin' my heart! If you see 39 BoEs with a socket and tert drop, post 'em in the 39 forum before you vendor those.

39 bracers and jewelry for sure, plus cloaks. The rest completely depends on class and spec, depending on whether Siege of Orgrimmar (or in some cases, Throne of Thunder) gear runs more sockets with the right secondaries for a given slot. For my shaman, instance gear provides the head, belt, legs, and feet, while I went with a good BoE for the rest of the slots. Like other brackets, harmonious gear (mastery + versatility) will typically garner the most interest.
