blue response on that thread makes it seem like its unintended and might be getting fixed. Which hopefuly (though I wouldnt place a bet on it) weird level restrictions on crafted recipes for mounts and the like might also get lifted.

Maybe? And I think you'd have to farm BFA zones on a... 18? 16? Maybe? Im not entirely sure.
Honestly, Hpal is so strong and so tanky, I dont think you'll find yourself missing the armor if you run artifact weapons

By changing the error message...
Used to be "You can't use that item"

I wouldnt really worry about bis lsits or take them as gospel, like look at them to get an idea for what is out there then do your own research. Classes and specs play so differently from one another that a bis list seems really difficult to make for all of them.
For example on my arcane amge I would think the ilvl 28 neck with a socket and pure vers would be bis but on my frostmage I would probably use something with hastemastery and no intellect because 2 second frostbolt casts are terrible and frosts mastery actually hits pretty ahrd when stacked.
