the are different versions. https://www.wowhead.com/item=141585/six-feather-fan?bonus=0:1472 wowhead's scale to level broke after prepatch, but you can see there are different item versions. the scales with level versions had different level requirements, the normal versions with different ilvls were all 101 requirement (not sure what happened to it after prepatch)
Yes, but they specifically had the level requirements for each version. it was intended for this item to scale, and to have different level requirements. They probably manually made different versions for these items, or just had a formula do it for them.

which means there is no problem to put a level requirement on the versions that dropped before the nerf, while leaving the versions that dropped after alone since they have the correct level requirement

No, it doesnt work that way. they didnt manually set it up with lvl requirements like they did for this one. I dont think they are effectively different items. We are basically guessing on how it works, so I don't think we will arrive at any conclusions.

they added new bonus ids to be dropped. thats why the new versions scaled. they did not touch the old bonus ids, but there is no problem changing it. the legion items already dropped the scaling bonus id, the legion items did not have a new bonus id, thats why it was changed retroactively

I do not have the information to agree or disagree. I have never researched warcraft item indexing or programming before. I just know based on experience that this stuff usually is just grandfathered in, almost never does it get changed afterwards unless they were already planning to do so. If they couldve changed it retroactively they probably would have done so, unless they didn't feel the need to do it.

I want to touch on this and put on my tinfoil hat since Blizzard has nerfed WoD blues to scale correctly. Thank goodness I have most of them. They might end up finally scaling the Azerite gear or forcing it to have an level requirement much like the Heart of Azeroth. A replacement for the dragonling is something -not- to be turned away from, despite it needing level 75 cata engineering and this is the entire goggle list. Much like the disclaimer of cogwheels, you can only have one item that can have cogwheels equip at once.

These goggles do scale down to level 14 and ilvl 19 however you can still carry over 2 cogwheel gems as I call them and even open up the opprotunity for a meta gem which is a very interesting idea to consider. All and all, spent the gold, fuck it. I'm getting the most out of my tailoring and engineering. A pity I'm not on a more popular twink realm, I have a bulk of Dragonlings for 19 pre-made for various sets - all of which have no cogs in them.

i dont have the complete info either, but based on my experience as a programmer and writing the legion BoE scanner, that it what it seems to be

Just a theory, but they could've set up the items for wod differently than Legion, before scaling was in a solid foundation. Legion started much more getting into the scaling trend, while WoD had very little of it. This may have determined how easily they could handle the items. If i know anything about programming, its that programmer code is extremely different from one another, and sometimes it doesn't have as much flexibility when you try to expand upon it in later updates if the programmer wasnt careful. I believe the backpack code is why they couldn't change the default backpack or the gold currency location.

You will have to follow the questline to unlock "Bigger is Better" in order to unlock level 2. Unfortunately, the 5k for F2P is out of reach, but you can get Level 2 on a 10

I'm well aware HOW to get Garrison to Level 2, I'm saying that on 4 separate Level 10 Twinks on my Account it isn't working. I'm literally stuck after placing down the Barracks. No other Quests are available. I've ticketed this so hopefully it'll get fixed.

they changed all the items to the new system. even did it for classic, they mentioned it in one of their posts. classic is actually running on legion's engine, with all the items ported over
 
I just got a level 45 warforged cloak from that bastard digging rat dude in Frostfire Ridge.

Are garrison mission pieces nerfed?

I can confirm as of today, right now, Garrison Mission pieces still work at ilvl 40

Ah, that's weird. Usually it goes Place Barracks -> Click on Scroll in front of newly-placed barracks (something like this) -> Complete Q. Just did it recently. But yea, seems kinda weird

I might be mistaken, but I don't think there are any other quests after you put down your barracks. There should be an empty medium plot to the left of your garrison hall on the plans map. You just drop a lumber mill on it and wait the hour for it to be built.

As an additional point of data: Just got a warforged drop to test, appears to be scaled down (screenshot is on a level 20, normal dungeon gear is also ilvl 25 for me). Could be old mobs or specific items, though
