Here is a compilation of all the info from other threads. Most of the info is for level 20 but might be applicable for 19s or 29s. I have not tested everything myself. Tell me if any info is wrong or missing.

Available for f2p (normal):
  • Chromie time seems to be grandfathered for some f2p. No idea what the conditions are, if its not available to you, you can't get it. p2p can still get it by leveling a character to 50.
  • Artifact weapon and +5 ilvl artifact relics
  • TBC dungeon gear with sockets and +2 stat gems.
  • Epic upgrades are ilvl 26
Available for f2p (overpowered):
Available for p2p:
  • Heart of Azeroth. Get a high level to trade you azerite gear, the Heart of Azeroth quest will pop up.
  • Azerite head and shoulders. If you already have Heart of Azeroth, azerite gear will continue to drop.
Grandfathered:
  • ilvl 59 non azerite Warhelm/Facemask/Cowl/Hood if you did the quest before nerf. New rewards are lower ilvl
  • +16 ilvl artifact relics if you have already added it to your artifact weapon. Now has minimum level requirement
Nerfed / Patched:
  • Azerite chest. Has minimum level requirement
  • Legion class hall vendor greens. Has minimum level requirement
  • ilvl 44 legion gear. Is now ilvl 25, even for previously obtained items
  • TBC vendor gear with socket. Has minimum level requirement
Unsure:
  • Do legion or bfa missions give items that are any good?

I can't figure out how to obtain azerite gear as a lowbie to unlock the HoA questline. Isn't all azerite gear soulbound? What are the steps to accomplish this trade?

Yo, I would actually do that too, but my F2P Char does not even get the Intro Quest for BFA - im in the right timeline and all, but no Quest at all, does anyone know what I need to do?
Im so lost lol

soulbound dungeon gear can be traded within party members for 2 hours upon looting. like i said p2p only
 
So it really looks like we only need to have the 4 legion quest helms either brought down to i25 or level capped

the heart level capped

the eng gems scaled or level capped

artifact weapons scaled completely or capped

then everything looks like its back to dungeon farming/even for everybody.

Those items were ridiculously OP back in legion too, and never got nerfed. Difference is that anyone can actually still get those if they want to... the "grandfathered" stuff like hi ilvl relics and whatnot are the real game-breakers. Anything that isnt obtainable after a change is the problem, not so much the OP things most people are just too lazy to get.

Grinding for legitimate reward is not too bad, grandfathering unintended and hotfixed items is tho. Anything anyone can still get should not be considered "game-breaking"... just the unintended brokenness no one can get anymore.

I think the crazy part is OG grandfathered gear occurred over numerous expansions, gear that was obtained and saved and later buffed to be something insane. Now GF'd gear is just unintended bugged gear that gets hotfixed 3 days after the patch drops. It pisses me off that it exists and I wish we could just have a few overstatted items, and bc dungeon gear with some cool trinkets from across the expansions. Thats just how I feel though. We finally have awesome abilities and the possibility of a healthy meta ruined by unintended op gear.
 
I agree. I got screwed out of azerite shoulders. Finished all the questlines and nothing, not even an option. I had helm/chest as choice's the lvl was requirement was 40. Makes twinking in retail feel like shit compared to classic imo. At least in classic you don't gotta worry about shit changing over night.

If you did the two quests that give azerite armor and you didn't SEE one of the choices was shoulders, that's your own fault. You didn't get screwed out of them. It's set quest rewards dude. The chests have a level req now, however shoulder/helm does not.

Isn't that GF now (or never existed) for non-HoA users? Without HoA, did the quests on day2, and didn't got an high ilvl piece when completing Fairwind's "Friends" that rewards an "azerite gear" (without traits). Received an ilvl25 Freebooter Shoulderpads :(
Tho it still rewards an high ilvl piece of gear with azerite traits for HoA owners

Nah, I didn't mess shit up. There was no azerite shoulders that I could equip. Only azerite rewards I was ever offered was chest and helms. I got a ticket in, so either I will get the shoulders I should of gotten or I'll speak with the gm about nerfing or patching said items. I don't think it's right that they nerf/patch items after 3 days and people who actually have lives will suffer from not having "op gear" that others were able to obtain. Is what it is.

I work ~60 hours week, not off until Monday and I had time to get a few pcs of OP gear that Blizz will certainly nerf. But I love how butthurt you are about it, willing to screw us all because you didn't get your candy.

I wonder what's more likely, he didn't notice one said SPAULDERS, or the quest glitched so bad it offered an entirely different item than what is in the database table as a reward for the quest. HMM

And I received my Shoulders from the same Quest at least some hours AFTER his post, hmm indeed.
