Someone explain this to me. (XP Off in Leveling BG)

I've been leveling alot of alts recently through pvp and i have seen alot of twinks in a variety of bgs in many different brackets. alot have been in the 10-19 bracket. Here are some screenshots of a bg about 30 mins ago.

Well read it? They joined a bg with someone with xpoff in their party
The debuff refreshes on combat to prevent experience boosting by twink/levelboosters who have their xp locked via a few ways that involve leaving party. Maybe blizzard should think things through better when they make systems? Or clear debuffs when you enter certain places? But they don’t. There’s tons of things like this over the years, like bringing bomb debuffs out of raids, killing people with mythic Argus mechanics, bringing in invincibility (or other random ones) debuff into arenas(you still can).
If you’ve ever seen the YouTuber rextroy, how many times has he 1 shotted instance bosses by bringing outside buffs in?
At a certain point you have to concede something like this as “clever use of game mechanics” and not something more sinister when it’s been a part of the game for so long

Yeah it does help to a certain point. how does one actually learn this power? More specifically how do you do it.
 
been using it for 4 months. find other twinks in game. not putting it on forums. so easy you will slap yourself
It's kind of funny when you say that because I have asked around for like a month now to so many twinks, they turn a blind eye or act like toxic little fucks.

I was in doubt as well, but If I understood correctly:

1. XP ONs queue a BG with a XP OFF;
2. The XP Eliminator buff is applied (because they are queueing with a 'Twink') and the BG matchmaking is searching only XP Off matches;
3. The XP OFF leave the group, allowing the matchmaking to search XP On matches;
4. The XP Eliminator debuff doesn't fall off immediately, and the XP ONs keep it by staying in combat until the BG is ready.​
 
  1. Queue with xp on toons.
  2. Have a second account or a friend with an xp off toon inside of a dungeon (stockades and RFC are most commonly used because they're right in the main cities.)
  3. The xp off player invites the xp on toon when the queue pops
  4. Xp on players enter the dungeon, enter combat, and gain the 5 minute debuff (reapplies when in combat.)
  5. Take queue on xp on players. Keep that debuff on you for as long as you can.

1. what about the other way around? can the xp-on player invite the xp-off player for the dungeon shanings aswell?

2. how much is vastly reduced? non at all or a little bit? usually you gain around 50% of a lvl on a loss and 1.5 lvl at a win. how much do you gain with that debuff?
 
Just wanted to know how it works. I have too many alts to level and better things to do than one shot characters with no gear and feel like a king. If I want to PvP I do it at max level with people who have good gear. gg.

i have written on this several times .. not sure if its in xpoff .. all you need to do, is posted your video (preferably) or screenshots (several, clear and sharp ones), if you are doing screenshots, snap the table that shows all 20 players name on it as well, also noting the time.. send it via email to: hacks@blizzard.com .. dont bother putting up tickets or bothering the GMs, they cant do anything .. if what you presented is clear evidence, you wont see that player in the game for a while. the minimum penalty is suspension, there is no warning for this offence. because many players did not submit it via hacks@blizzard.com .. nothing is done, and when nothing is done, players who are doing it thought nothing will happen to them lololol .. and those who submitted will also wonder why nothing is done when they make an effort to report.

GM will talk to you sometimes like they know what is going on and will do something about it, they will NOT, their job is to only inform you that "Bypassing intended game functionality is always an exploit, and is punishable with an account suspension." lolol .. so submit your evidence via email.

Also. I used to send reports into the hacks portal when people were using the macro to get in. A very specific guy was the target of most of my reports. He never had anything happen to him. I’m a fan of his now tbh. I have special consideration on my account too from high volume bot reporting. Don’t waste an employees time with this shit lol
 
it is honestly like a super low level priority for blizz. just one of a bazillion weird things that happen in low level that really noone but us notices and if they do, they solve it by leveling for another half hour.
