Can I obtain it as a f2p and if I can what is the best spot to fish for it?

Yes. The lake in northern Howling fjord is probably still the best spot.

Obtainable as F2P; I got mine as a happy accident whilst fishing on Darkmoon. Can't recall if it was a wreckage pool (my usual spots are) or in normal water.

Only drops from pools, and wreckage pools are one of the ones that drop it.
