Anybody know what the exact level requirement is to make the Arena Grandmaster trinket for retail wow? Some people said it was 30 or 35 in past discussions, although I am curious to find out what specific level it is. Thanks!

on patch 7.3.5 blizzard nerfed the turn in quest to require level 30+ to obtain
https://www.wowhead.com/item=19024/arena-grand-master was never modified, still has no level req to equip, so GF players can still use it.
no clue why blizzard nerfed it after 12 years, by gating the quest. after squishes the absorb became pretty much worthless, 1 dot or attack would drop the bubble and was no longer gamebreaking

the quest was affected by the zone squish , so all quests got dropped to the min req level of the zone
