So I've seen some pretty stacked horde 29s here and there Qing together. Let me guess... they're all XP-on but one party member queues with XP-off to reduce any BG XP they get? Or what exactly is going on there?

Party Sync is pretty cool for "anchoring" to a specific bracket and staying a while!

Pretty much what u said. They go in with the debuff so they earn 90% less XP so they can stick around a while.
20’s do it also if they have an active sub.

They are more fun to play against than alliance premades

Eh the only thing I used it for is to test obtaining corruptions below 120.
