Are spell shocks BiS even in Classic? I thought they were amazing because of TBC leg armor.

Spellshock is BiS. You can get 10 more spell damage with "of … wrath" legs but you lose 9 stamina 10 intellect. Spellshock is so hard to get the majority of people will use wrath gear. Maybe even eagle.
