As terrible as it sounds. Fishing hat and boots are far from required : ) You can dominate without them. Just be sure to collect good buffs before BGs and you'll already have more power than the hat gives.
However if you must have it, and horde are an issue you can always save some gold up and literally hire body guards! My recommendation my might be hire 4-5 60s for 30 minutes, 2 for 60 minutes, and 1 for the full 2 hours. If you pay them 50g an hour that's 200g each week. Sure it's a bit, but you'll be able to fish in relative peace : )

I honestly don't think you understand how bad things are on his server. To hire 5 60's is to hire a good portion of the 60 population. We're talking at least 5% of them that are online. It's that bad there. Making gold as a 19 is pretty much impossible.

We have it 13:00 server time on EU and I'm "lucky" to live in the CET timezone, which the server time is set to. But its not that different from any other europeans unless you live in eastern russia

Easily 5% of players aren't busy at any given time and can be persuaded to do things given proper incentive, and I'm sure many would be understanding and sympathetic to his plight there : )
As for making gold, I don't know if he has a 60, if he made a twink he must have been able to score some gold. Mine certainly costed over 1k. If I didn't have a 60 I'd make all my gold trading the market, there are tools and guides to help : ) You can make a lot trading, and wow isn't super high difficulty as trading goes. The OP specifically mentioned having time, but not real $$. Worst case you can collect maybe 20g~ hr just gathering Swiftthistle and Magic Dust (assuming buyers exist for it).

I should clarify. The and boots and hat are not necessary to do well and I survive without them. I can't speak for everyone but for me part of the joy of twinking comes from gearing your toon best in slot. Its depressing to not be able to achieve bis as easily as other servers. And yes my server is terrible. Before you judge come check our AH and see how many 60s are on at peak hours. BiS blues are never on AH (I've been farming tree bark jacket for days). BiS enchants are mostly guarded by one guild. I'm aware most of my strife is my own fault but paying to move my main and all twinks because blizzard refuses to balance servers is upsetting.

I mean I know how bad you have it. I play horde on stalagg so I understand. I just don’t know why you would even bother to start creating a twink on alliance - the server has been dead since at least January.
If the issue is financial, just go make some gold on retail and buy tokens. You only need ~200k for 2 tokens.
also the server imbalance is a player created problem as much as it’s a blizzard problem. What do you suggest they do? Players for the most part want to be:
1) on a large server
2) with a majority (or slight majority) over the opposite faction.
So some server pops are going to get fucked in everyone’s pursuit of the greenest pasture. What is blizzard to do about this?

A lot of truth in your post. I played on a very low pop realm for a short time on Cho'gall during wrath just to see what it was like. People were definitely much more willing to help than on normal pop servers because it's the only way they can survive. I would just imagine trying to flip item on ah would be very tough though given the extremely low population.
