Yea this is not as intended, this is a bug in their side. Id go pretty aggresive on the ticket. Not saying you have to be mean but you put a few thousand gold and a month of playtime into a character that is now been rendered useless from its original intent, on no fault of your own, because of their issues. Honestly thats pretty ridiclous. Gl tho, getting deleveled is not easy.

ticket times are nuts but this is a known bug and should be easily resolved. just be polite but firm and theyll hook you up

And nearly four days after creating my ticket, here's their response :
"While I understand how frustrating this may be for you, we simply do not delevel characters after they have gained experience in game. There is no feature that will allow us to recreate your character at that particular level."
I've replied to keep the ticket open and now will likely wait another 4 days. No fun.

You need to explain clearly that
the experience was gained while you didn’t have a subscription,
it should’ve been impossible for it to happen,
and you are no longer able to play your character because of it

theres some really retarded gms. like this guy

for soemthing important like this you should be doing a ticket, and then right after do a live live chat so you can step by step explain the issue, and then explain why its an issue, and then do their job and tell them what you need them to do to fix the problem

Ah Live Chat. They do not make it easy to find that. Where is it? I've clicked all over the place and cannot find the option.

Ah I see when you create are on the create-a-ticket page they show Live Chat and Callback as options but they're both greyed out.

then you press live chat. im not sure if its closed atm, or if its closed for a while, its greyed out atm for me (2:38pm PST)
maybe they are too busy with the increased player base atm to have live chat enabled

I took a look into this for you and I found that you XP gains were turned back on before your time expired. After looking this over we can not assist in this case. I understand wanting a low level character however we will not delevel any character. I have looked into this and there was no bug present. You can play up to evel 20 on an account with no game time however support s limited as it is not an active account.

Ticket #1 And to be clear, the game had logged me out of another character once my subscription had expired. I then logged into two other characters that were level 20 or smaller. I even tried checking the Auction House and saw that it is cut off when you do not have a subscription. I then proceeded to enter a Battleground which leveled me. Multiple other indicators confirmed that I was locked onto a "starter account" for now.
Ticket #2 This was obviously an error in the game mechanics. My game time had expired. I was logged out of WoW entirely and upon logging back in everything indicated that I was on a starter account with full restrictions. And just to be fully fully clear, the character leveled AFTER my game time expired and AFTER I had logged out of the game and back into the game completely. Now I cannot access this character.
Both of those were included prior to Blizzard's most recent response which I'd pasted above. The more this goes on, the less likely I am to even consider Shadowlands. At first, this was a fun project to pass the time for a few months. Now I'm just getting mad and my wife is getting annoyed with me getting mad and.....

Your not the first to know the heartache of leveling a twink and you definitely won’t be the last.
My suggestion to you is to shelf that toon and re-roll on the opposite faction and hope in SL that 21 is also squished to 10.
At least that way you can still play resto shaman and if you can play your original again one day the you will have one on both horde and alliance.

Keep at it! Theres been many success stories on here some even months and months after it happened. Light even intentionally leveled then got it deleveled like a year later?
Unfortunately theres probably going to be a lot of bad/unhelpful gms right now with the global crisis going on so prepare to hunker down. At the very least you can get a live ticket, explain the issue and how it doesnt make sense given the restrictions set in place by the start account stuff, and then see how they go from there.
In the future I always wait a few hours/a day after the time expires just to be sure. You can also check on mobs too incase you are still getting exp
