The proc doesn't trigger Shatter on this client, but they're still solid, worth having a pair to swap to when facing lots of melee (mostly rogues/ferals/the 4 hunter pets sitting on you all game)

I still feel like the proc is good against other people other then melee. If im not mistaken the proc can proc from magic abilities also
 
The proc seems to proc from anything and everything. It is strong enough that our FC druid uses them. As frost you won't be doing a ton of damage, but you will have lots of control. This ring adds to that control.
