US Level 19 protection warrior weapons?

So as protection warrior I am gearing as flag carrier. Also carrying a 2h weapon for dps. What is the best in slot 1h twink tanking weapon and 2h BIS dps weapon *please exclude shadowfang as I am not that rich yet*

Referring to classic or retail? Cruel Barb is the better alternative 1hander assuming you are talking about CLASSIC 19s.
