BC Timewalking. Best level to TW?

Hi, all.
I'm not up on the current conditions, but what levels would benefit most from this BC TW? I have various twinks at 59, 69, 79, etc.

You have to be level 71+ to do timewalking

Right, so ...79, 89, 99? Scaling for BIS...etc.
