Are Heirlooms Always BiS at Level 20?

So I've recently created a F2P account and am planning on getting some heirlooms from the next Darkmoon Faire on several characters. Here are some questions I have:

- Is it worth it? Meaning, are Heirlooms always BiS at level 20? I'm currently all blues. The fact that they look like the Vanilla WoW gear is a plus.

- If, for example I have two characters able to participate in the DM Faire, can I purchase Heirlooms on both toons and be able to use them on the other?

Anything else I should know about Heirlooms (like changes) since BC?

Not bis for any slot but good for leveling alts and newly dinged characters.

And yes, they get added to collection and can be used on any character

That's disappointing to hear. So Heirloom gear is probably the best for leveling only is what I'm gathering..

It does make sense though. It would be boring to just get all the heirlooms and be best in slot with no effort.

EDIT: I should make more toons to get all the Heirlooms at DM Faire..
 
If you can get them as F2play you should get them. The game constantly changes nowadays and it's better to have than to have not for the future if you plan on having one with this game. Like chops said, shadowlands is coming and that's a big change.

Probably... but there are huge changes to the leveling system so it's likely that one concerned with BiS may require a reroll.

I am uninformed about the sync system, the loot you get on repeating a quest is not the loot you get the first time, right? So it's likely that those completing every quest they now can for chances at epics might be gimped on changed factors then?

edit- to the point of the OP... maybe heirlooms now are "good enough" to leave options for later if you value a specific f2play. Plus the BG crate gear is really good too anyway now, right?
 
F2P or vet?
The heirloom trinkets are good for most classes. Especially Champion trinkets. The Neck is bis for everyone.
 
If you have gametime you can purchase every heirloom in the undercity with gold, if you are f2p the intellect trinkets are really the only heirloom worth getting from the dmf, you can buy the insignia and tyranny trinket with honorable medals in orgrimmar. In general heirlooms are not best in slot.
