If I spam farm Stockades for lockboxes as a 120 Rogue then send to, lockpick and open them on my 20 will it change the level of the gear that drops to 20?

Yeah, you’ll get evocators too, it will actually drop scaled too, I had one drop. Though i25 >i26 is like no change

Yes but if you mail them the boxes scale. I have idea what happens if you peak at a scaling item before mailing it
you can test box contents on PTR

I see that, but my question is, if they're still locked when you send them, how do you pick them on a level 20 if lockpicking is a level 24 skill?

You pick them on a higher level. That is what the guy who looted the 19 bvb told me he did. That he looted them on 110, unlocked, and MAILED the boxes over to his 19.
Ptr box contents are the same as live as noted in my thread about that guys 19 bvb, so you could play around with a scaling item in the mail like Evo blade if you decided to loot all boxes on ptr first

I hope it helps too, but the OP said that his plan was to loot them, then mail them, then pick them open on his 20. I wanted to make sure he understood that his 20 does not have the Pick Lock skill.
