EU+US Enchants Questions

Sup guys, I'm currently enchanting my level 20 gear (Outlaw Rogue) and was wondering if you could help me by answering a few questions, as I couldn't find much concrete information on these subjects.

1 - Some of the suggested enchants (in particular Greater Tiger Claw Inscription and Shadowleather Leg Armor) require level 85 to be used. Can I safely buy one and ask a high level friend to use it on me? And will it work on soulbound items or only on the ones that can be traded?

2 - For the boots enchantment, all guides advise either Cat's Swiftness or Assassin's Step (which are the same) but they're far more expensive (and rarer) than Blurred Speed which apparently also has the same effects. Blurred Speed's tooltip says "increases movement speed slightly" instead of "increases movement speed by 8%" and according to WoWHead's comments "slightly" means a 10% increase so I'm really confused. Is there any difference at all between these enchants, and could Blurred Speed be even better?

3 - Still on the movement speed matter, the guides here also suggest using a cloak that boosts movement speed, even though some people (and WoWHead) told me it doesn't stack with the boots' one. I'm assuming it doesn't but just want to be sure.

4 - Is 4 Attack Power truly better than 4 Agility for a Rogue? I could for for either on my gloves enchant (bracer is already agility) but couldn't decide.

2 - 3.) All movement speeds are 10%, even though tooltip says 8. The only one that stacks is minor speed, you can use that plus 2% from cloak for 12% movment. You loose stats though to gain the 2%. Is it bis, idk maybe. Most classes no but rogue is a different animal.

4.) 4 agility = 4 attack power. Unless theres some abiltiy that gives a % scale on agility but I doubt it.

1) No , you need someone to "tradeglitch" the Enchant to the shoulders, because the enchant soulbounds them.

I'll take suggestions on shoulder/legs enchants that don't require glitches, if there's any, since I never learned how to do it =/

You can put them onto heirlooms but this would require you to have a lvl 85 char or higher. Other than that and trade glitched there's not really any other options. Only armor kits on the legs which give like +1 armor.

So let's say I have a Krom'gar Champion's Leather Shoulderpad (sold by NPC, bind on equip), I could put it on the trade window and have a high level use the Tiger Claw Inscription on it without glitching? Sorry for the noob question but I'm really new when it comes to enchants.

Kromgar isnt boe. so no. If it was boe, you would have to glitch. Armor kits (borean or heavy borean is the best of em) is the only ones you can use on BoEs without glitching.
