HoA question

I noticed on my new 119 twink that the AP requirement at just lvl 10 is nearly 1000 ap. Unless I don't remember correctly, I believe my paladin had lower requirement when it was around ilvl 350 HoA before some recent patch that made it lower (in order to catch up). So did my paladin have an unfair ilvl advantage for the necklace?
 
Artifact knowledge reduces cost for HoA upgrade by 30% each week during the first few months of each season.

Right now it's not going farther, till 8.3 (when cap will be increased to 85) but still every level of HoA will cost only 1000 points up until lvl 55. Then it will get progressively higher.
 
Until 8.3 hits, it should be 1000/level until somewhere in the mid 50s. I'm currently at 66, working towards 67 - the entire 66-->67 slog is 30,000 azerite. It was 24k for 65 -->66 if I remember correctly, and about 19k for 64 -->65.
 
Answering OPs actual question, I think you might have remembered incorrectly as you suggested. As far as I'm aware it's always been 1000 as the lowest possible per level. As mentioned it's now at that minimum until somewhere around 55 when it ramps up slowly.

66 neck as above is a pretty mad feat, so props there! I've just dinged 63 (and exalted with 7th Legion) and am starting to lose enthusiasm for it haha. As my main focus is a speed twink, I don't feel like justifying 0.1% move speed per neck level any more if it takes this long x)
