Gnomes are generally considered best, though you could consider human for perception; dwarves for stoneskin + frost resistance; nelf for shadowmeld (A good way to surprise someone picking the flag if you're defending).

yes, perception is what makes human the worst race in vanilla
in pvp, great for pve and farming rep stuff
