Epic lvl 19 drops

I recently resubbed in liu of the release of classic. I'm havin a bit of fun with my warrior twink even though it seems like blizzard has totally destroyed the game. haha. Anyway. I noticed when facing this opponent: https://worldofwarcraft.com/en-us/character/us/bleeding-hollow/leg that he had crazy good epic items. I've scowered wowhead and can only find the green or blue versions of these items. Some of the items he has on are quest rewards. How do you find these epics? Can the quests be repeated until an epic is rewarded? Is there a list of lvl 19 twink rare spawn farm spots?
