Party Sync/Twinking/BG question?

It has been confirmed "
Relaxing Level Restrictions

"We've also relaxed level restrictions, so lower-level players can queue for instanced content (such as Battlegrounds and dungeons) in their level range, and higher-level players can choose to join them by having their level scaled down. Please note that unlike Timewalking, when your level is scaled, you will temporarily lose access to abilities and powers (such as Azerite Traits and over-level spell, abilities, talents, and trinkets' effects) with requirements that exceed your reduced level."

With that being said, does that mean that if a level 14 invites a 120, will the 120 get synced to 14 or 19 meaning they can hit bg brackets without the bs xp off or on feature affecting them? Also, does this mean that scaling down will make those enchants viable with current 120 weapons or search for lowbie weapons for that bracket?

I found no information on this topic. And instead of making repeat threads on the same topic I implore you to please use the search functions to find similar or same threads that already answer your questions. But I hope your answer comes out soon! GLHF
 
Already posted yesterday's screenies on Ru-forum and in WoW20 DC but can repeat it here.

well, PTR is up, @topicstarter you can just create PTR account and test everything you want by yourself...

ugh, this doesnt jive with their "party sync is for outdoor content" OR the "the lowest you'll scale down is the level cap of your buddies current expansion content."

Why even release these statements if they're demonstrably false?
 
Maybe this thing is on PTR from prev releases but won't be on retail, who knows. Also as you can see scaled down chars looked pretty weak

yea, it looks like they give them like... average stats? I guess?

My biggest concern is the thread you posted (I think it was you) from that forum where DKs and DHs retained all their abilities. Thats gonna destroy low level brackets. So I was encouraged when their latest release indicated pvp party sync wouldnt be a thing.

That's me who posted screenshots of DH here but they're not mine and I haven't met DH on PTR to test abilities. Good news that PTR is still up and it's the same for all (US/RU/EU) regions so if smbd wants to test something, just call me. If DH still got all abilities there's a way to submit this bug again.

I honestly hope this kind of system opens up the xpoff xpon divide. Unlikely but maybe, this is unique and cool though and may be really good for the games health for lower level toons for games.

You did but the PTR updated notes, which is where I added the quote that adds bgs as part of party sync. I do appreciate and thoroughly read your answer and i appreciate it.

I originally started a topic similar but bg's were added to party sync and i was pretty much curious if anyone ws able to try it to hit a bracket based on the level of the party sync starter.
