Yeah, they seem a little too good to be true but I can't see any particular reason why they shouldn't be able to go epic.

I'm not sure if we can completely disqualify it because it doesn't say "Chance to be Epic", but it does seem fairly likely that it will not roll epic.

I appreciate your desire to "cling to hope"... but we've seen several examples of "upgraded" items that contradict the "rules", and numerous players have farmed-to-death several items that allegedly should be able to upgrade but clearly won't.

In every case, the blizz-database was correct where the "rules" had failed.

Unless someone eventually finds an exception, the blizz-entries are "gospel".
 
I am not convinced that epic pale Skinner is much better than talwar even after the proc dmg nerf.

I don’t think Redridge Machete and Shadowhide Mace drops anymore. Slatemetal Cutlass only gives 4 agi, wich is kind of lackluster. Kodo Mallet are only available to Tauren, could be more like that.
