Why/How did 8.2 kill 19s?

Legit 19s were struggling even before the patch. Some at 19 (and all twink brackets) were using an exploit to queue into xpON bgs - this was fixed. Add in that many people are going to be doing new content on their mains (or hating this patch and moving to vet status) - and the population isn't there to sustain it.
Wargames probably can and will still happen tho.

It's new content/patch. People are either or on their endgame main or alts trying to play the new content.
People are also unaware that servers are back up after maintenance.

When 8.1.5 dropped, a lot of people strictly out of fear that 19s wouldn’t pop, moved to 20. Now that the xp bug got fixed, I bet a lot of people are wishing they had stayed 19 and tried to keep the xpoff queues active

19's are scattered on goals, focus, etc. in to many directions.
some only:
- wargame
- arena skirm
- duel, or just hangout goldshire / Org gate
- constant build / farm BIS mode
- reroll another class mode
- only BG if in a expected win pre/mini made with certain players
imo, the epic procs, have been good for the 19 bracket since it brings renewed interest, but at the expense of players farming, questing and rerolling more than queing for BGs.

blizzard in BFA ungated the engineering profession, this allowed access to many overpowered items which some are not level restricted which were not previously available to low level players. they also handed down to 300+ alchemy a MOP level flask, +11 stats in a 20-29 BG, +15 stats in a 30-39 is rather huge, OP, and imo imbal. (i have 5 twinks with alch) yes they removed caps other professions but items, gear is gated to requiring xx-level
- healer/caster twinks using fang/slither set with un-nerfed legacy set bonus +18 int and +3 haste
- glove LW stam enchant +11 stam in 20-29...not sure other brackets
- crusader enchant still procs +100 strength and +100 heals (increased by versatility/crits), has not been nerfed or squished in 6 years covering 3 expac squishes, or hotfixes/patches that further nerfing other enchants. i have 19, 20, and 39 warriors, imo crusader enchant got buffed, it chains procs like crazy, insane uptime time. not sure WTF blizz is doing...not doing there. i played when crusader was 1ppm, with uber rare extra procs.
stuff like this greatly impacts 10-49s. somewhat to level 60, after that there are other issues of imbal of twinks vs levelers. there was months and months of QQ by levelers and twinks on warcraft forums, some got nerfed like frag belt, elemental force, again others slipped thru the cracks again. rather than deal with it blizzard resorted to what they did in WOTLK and separate twinks/levelers, but since all DEVs are new, and ION has a short memory...BG exploiting....history repeated. twinks helped and asked for the separation both times.
blizzard patch 8.1.5 gift to twinks (intentional or not) was the epic proc of some BOEs and quest rewards, putting twinks are the same treadmill grind as 120's.

twink veteran-20's are unsub'd, if they have 19 twinks, cannot play them while unsub'd.

blizz reintroduced xp on and xp off sh-t together basically making it so that
competitive twinks didn't want to play anymore so most quit 19s / wow all together
casual twinks came in and took over the pug scene
changed it back in bfa and casual twinks cried they were getting stomped coz 11 iq 2 keybinds and 0 idea what they're doing
remaining competitive twinks realised it was a fkn joke of an expac and a joke of a game at this point and stopped playing
