Preemptive Strike Quest Hillsbrad(Horde)

Hello guys ! I wonder if anyone have been able to do this/pickup this quest: Preemptive Strike in Hillsbrad on a level 15-19 char. It seems to me that i am not able to get the drop on any of my chars (the drop that starts the quest) Daggerspine Attack Plans ! Rewards; Band of the Eastern Strand, Daggerspine Ball, Daggerspine Dagger, Preemptive Staff.

Please if you have time try to aquire this quest. If you cannot get it on first kill, it seems like it cannot drop for chars below level 20. I made a fresh Allied race toon and it got the drop on first kill, also abondoned the quest 3 times. and still got it to drop off first kill.

Also tried on a level 16 char that had never been to hillsbrad. No drop.
 
Have you tried farming it while on certain, or having completed certain quests regarding that very same area? I've had this quest question before, and when I look up my character for missing quests in the area, the quest isn't there, which means I should have completed it.
 
Yes i have tried that aswell, doing only the intro quest. Having that guy spawn at the docks, then doing his questchain, tried on a fresh level 16 priest that had never been to hillsbrad, and then i tried on a fresh 20 zandalari which got it first kill. It is also not shareable which sucks.
Have you tried with the quest ID. just use this script:

/script print(IsQuestFlaggedCompleted(28356))


That should say "true" if you've done it and "false" if you haven't i put the right ID in it.

Says false, so guess not.
 
I did all quests in hillsbrad on my 20 druid, this is the 1 quest I gave up on because it doesn’t fuxkkng drop
