i think you can get a better scope for "hand of Argus" and also the the ring "Signet of argus" a dungeon ring with 2 crit 3 versa might be better.
 
Brotha man, you are gonna want gale force striking on that crossbow. Are sparkproof gloves not available at 19?
 
May want so spcify which slots are Epic upgrades. Lots of those are only BiS if Epic.

* Gale Force Striking is best enchant for non-heirlo weapons.
* Venomstrike is bad. Any epic quest upgrade is going to be best behind Argus xbow. Otherwise there are a number of quest blues that will be better. With gale force striking.
* As mentioned, a verse/crit ring or pure verse ring from dungeon satchels or BG crates respectively is going to bebetter than signet of Argus
* Feathered Headdress and Boulder pads are options
* Since you're already considering exploited enchants - there's probably a better pair of shoulders that can be glitched.

For survival, BiS weapon will be any epic 2H really. With maybe dual slicer blades for dual wielding?

i would never go full agility, always balance out stamina and agility equally. for example i'm at 145 agility and 1,810 hp on my 19 huntard.

Incendiary got nerfed to the point where its probably better to use a better weapon with Gale Force Striking than the weaker heirloom/venomstrike with incendiary. At least for marksman - BM might not care as much.

As to hp vs agility - its going to be a balance and up to personal preference. Might be worth grabbing a pure agility piece in one slot if you have some balance elsewhere. You want enough HP and verse to survive being opened on by a rogue or focus-fired in mid - but going much higher than that is sacrificing damage. Verse is usually the balance there as it makes your stam more effective and also boosts damage.
