They wouldn't even need to do that...

My understanding is that any modern BB-system has robust import/export functionality, so they should be able to either:
  1. ...export the missing accounts from the backup, and import them into the current site.
  2. ...export the past month's "activity". and import it into the backed-up site.
I agree that restoring the "deleted accounts" should be the priority (hell, even if it means I lose every single thing I've ever posted)... but nuking the entirety of 8.1.5 discussion should only be the "last resort" once all the more rational solutions have failed.
