US Level up??

Alright, so, I looked for a forum already existing to answer this but I'm either bad at navigating or too tired. I keep hearing more and more horror stories of people leveling up, and I want to know how to avoid this and if it is even possible TO avoid it..
Unsubbed xp on: So say, I quest and BG like normal while being unsubbed with my xp on, but when I resub, is there a chance I'll level?
Subbed xp off: If I turn off my xp to dungeon and or quest/queue pvp, then turn it on before my sub ends, is there a chance I'll level?
I'm not entirely sure on how this "bank experienced" thing works and if it even applies to vets or just applies to starter edition accounts..
I'm still pretty new to this whole vet-twinking thing, I would've done it eons ago had I known it were a thing.

Vets don't bank XP, only F2Ps do.

If you are a Vet, you don't need to worry about leveling up unless you re-sub and do some BGs/Quests afterwards with XP turned on.

That one guy we're talking about is some noob exploiter who toggled his XP-on and off repeatedly to get into the Xp-On bracket (PVP is split into XP-ON and XP-OFF brackets once again). So now he's higher level and queued into a dead bracket that noone plays, so we make fun of him for it.

Edit: Clarification + Details

Theres 2 cases where people are leveling up.

If you are pure F2P, then you bank exp and will level up if you sub and log in.

And right now, theres a way to queue into XP ON queues. This doesn't apply to f2p. It doesn't apply to vets (with no sub). It can apply to 20s WITH SUB and for 29s. It basically involves queing up with XP ON and then timing turning XP off as you get into BG. This is A) an exploit and B) easy to mess up and go in with XP on still.

So if you aren't exploiting, and aren't going from F2P -> subbed - then theres no problem.

I'm curious to see how many more people will level and ruin their twinks lol.
I was told awhile ago this has always been a thing? Has it really?

I guess there's really no need to report them since they ruin it themselves ;)
So glad to hear I won't have an issue..

Lag exploits have been a thing for a while. Last time the separation happened, F2P/Vets were in XP OFF BGs, which propped up the numbers and made 20-29 queues happen. And 29s could farm 20s - so need real reason to go into XP ON BGs.
