Best Shaman Twink Bracket and spec - 29, 39, 49, or 59?

Does anyone know which is the best twink Bracket and spec for a Shaman as I am planning to twink a Kul'turan Shaman and has anyone found out the best one hand enchants within those brackets?
 
59 Ele sham and resto are good. i haven't seen many enh so i cant say if they are good or not but we do 10v10 wargames daily if you are interested in 59s
 
59 Enhance is an absolute monster @Visual. Its actually quite obnoxious.

I play shaman at 19, 29, 39, 49, 59, and 70. I dont think there is a particular bracket they perform "best" in. Just play whichever bracket strikes your interest. I would suggest 59 personally.

I hear that Resto is the best at any of those brackets. Is that true? And why the 59 bracket? Does Ele or Enh get any better?

Restoration shaman is the best for 19, 29 & 39.
With purge, I would argue that Restoration is best 70+ as well.
At 49+, elemental really opens up with their PVP talents, as does enhance.

I recommend 59 because it has a fairly strong community and is thriving right now. (personally, it is my favorite bracket as too)
Here is a screenshot of my 59 shaman earlier this expansion. Elemental pulls numbers & is a really strong hybrid. Personally, I think Enhancement is stronger though. Food 4 thought.

JWL can I ask why you think Enhance is stronger in the brackets you mentioned? I personally love Enhance, it's one of my favorite roles to play, but I've only really done it at 79 and 119 so I don't know very well how it stacks up to Resto or Ele in the lower brackers.

I've funded a handful of enhancement shaman - pre-HonorTalent nerf* that is.
I've seen what they can do, and the numbers are quite obnoxious. Extremely bursty spec, but somewhat inconsistent.
Balances out very well, as its a decent hybrid with a ton of utility.
