@zazzyfraz at ptr somone had to redo a quest 61 times before it procced an epic
this was a green quest item tho, but I dunno if that matters
I would keep trying, let us know tho!

Edit: As for the foremans, someone have already confirmed it can roll epic!

I killed dr witherlimb just a few times in ghost lands, and the greens were level 13 even though I was 19. Didn’t get a proc but only got like 8 loots

Looking at the % I gotta say only jeweled looks available.

You can check the stats by using the "version" scaler and put it at ilvl 31
