Are there any pure vers strength helms from quests, and might outstat master engineer goggles for str users if it procs blue/epic?

the higher the level of twinks (39, 49, 59, etc) will at least have access to a larger pool of quests than let's say a 19, so more chances at upgrades

But most people did quests on their 29s, 39s and 49s after the 20-60 zones were released. Feels bad man

These items will be arguably BiS because of their insane and disproportionate amount of secondary stats (and primary for apprentice robe and maybe a few other items) if you can get them epic

The cudgel is the rough one... just makeing a level 29... running out there... pray you get the blue one.. if you don't just delete the toon (and then also apparently hope you get the best stat one)... sounds like fun.
 
I do feel like it is a good thing overall... makes it feel like you will work on one toon and have that be your toon and not just have some FOTM trash laying around in piles.

you can still get epic/rare world drops.. most of which will be better than what you have on, possible exception would ONLY be a parachute cloak with the good enchant... even then something with enough versatility would replace that.

Farming a blue feathered headdress for example... nutty.
 
Also just to clarify. The original post says you have to farm RARE MOBS for the upgrades... I take that killing raptors in highlands will NEVER give you a blue item... correct?

Well that's what I'm not sure about either, I feel like we're gonna need to do a lot of testing this patch. Because if we see purple quality shadowfangs and such pop up, then we're in for a ride :)
 
So the information is still not clear about the following (isn't?):

-different versions of the same epic or upgraded item
-white items upgrade (anyway most of them do not have stats, so I do not think that this would be useful)
-neither idea about created items, world drop, zone drop, vendors, chests, "appearing items" (only in high lvl anyway I think, like garrisons), bg crates, dung boxes, and dungeons (from now only sure about rares/dung rares/quests/daily quests/dung quests/world quests like stranglehorn fish tournament) - note: I do not remember if there is any other way of getting a gear item

I'm also intrested in finding out if BoE's can upgrade, because that would actually be nuts
