Will BOE epics scale up in 8.1.5?

Dungeon items are scaling up, but from my understanding epics boes will not. Is this right? Are they still going to stay +5 ilvl like the green boes?

Last I checked, they aren't so unless there is some last minute magic they will stay mostly irrelevant
