19s and 29s may pay a lot as there is only 1 cloak option which the enchant could have been placed on.
39s have access to literally any BoE cloak with the enchant, so they are less rare and less valuable.

@Purj Having access to any cloak isn't going to increase the fact that there are more unbound cloaks with the enchant, people still have to enchant it and not use it. Perfect stat cloaks I can see this depending on which one it is. My cloak has been sitting in the bank since burning crusade, at the time I think it was best for enhancement shamans which I was going to use it on.

Although this is mostly true- there were a bunch of parachute cloaks enchanted with this as it was BiS at 29 for agi users- and it was the only item at 29 that could receive this enchant.
