EU+US All Available Epics for 20-29?

Just curious. And correct me if I'm wrong. The available epic slots are:

Helm (Hallows Eve; plate only)
Neck (love is in the air)
Cloak (Fire Festival)
Shirt (guild vendor or tcg)
Tabard (achievement or tcg)
Weapon slots (from various holidays and movie promotion)
Rings (Hallows Eve)
Trinkets (Brewfest)

That's all correct?
I'm just making a set to show off.
 
Movie promo? Link to item? Not sure I've seen that, or at least I didnt realize what it was.

This was for that warcraft movie that was dropped a yr or 2 ago I presume?

this is right theres a boa epic tabby

helm - hallows eve
neck - love is in the air
cape - midsummer
tabard - guild, tcg, achievment
weapon - midsummer, movie event, brewfest (mace / dagger)
offhand - brewfest
ring - deadmans hand, hallows eve
trinks - brewfest

at this rate one day well be able to wear a full set o purps at lvl 20 itll be rad

any of the actual heritage cosmetic items are acc wide so you can mail and every slot is epic quality
i was trying to get achievement but you need certain ilvl
 
This is something I've been theorizing, I think it's likely this will work. BoE world drops from vanilla content is +3 or -3 of it's original ilvl so https://www.wowhead.com/npc=43726/bloodsail-corsair#drops:mode=:0-3-4-18+1 is originally a lvl 39 mob. So he could drop lvl 35-37 epics, looted on a 29 could scale to lvl 27/28.

Desolace has a good amount of mobs around level 38 which would also be worth looking into.

I was thinking that something like this might be possible after seeing the epics available to 39s. Might be worth checking out.

I'm giving you 2ed hand information but there been a couple people saying all those epics are confirmed not to go below high 3x
