Assuming the bosses drop items for characters under level 60, this is what some of the items will look like when scaled for a level 29.

Already tried this morning you CAN NOT get these items from the anniversery at low levels

I haven't tried, but knowing how scaling works, I'm 99.99% sure scaling only works on initial drop, and not through trade window. Maybe some GM trickery and character restoration, but idk.

Likely people 59 and lower aren't even eligible to trade since they aren't eligible to loot the boss in the first place.
