Anybody got any good spots that drop these items? My AH is weak and it seems like it could be a decent use of time between bg qs.

If you're referring to iLv44 greens like the Champion's capes, then your best bet is static drop areas. A commonly farmed route is doing Uldaman, the last treasure chest past Archaedas drops the greens you're looking for. Reset, rinse repeat. Not doable on a 39 between Qs. At 39, the greens that drop (dynamic sources) will not be iLv44.

Just curious, but the last boss in WC dropped ilvl 44 Tracker's Gloves of the Quickblade for me over the weekend (on a lvl 39 shaman). Is that boss considered "static" or "Dymanic"?

Yea it definitely feels like in the open world, I'm getting lvl 31 - 35 greens as 39, but when those gloves dropped I was kind of surprised. Dungeons could be different or have different rules, I suppose.
More testing indeed, but I can't put forth the effort to farm the last boss in WC for it lol.

Here's a few things I've noticed myself trying to find gear. I hope this can help some new people here who, like me, had trouble finding info on the scaling system in WOW now.
Killing zone rares on my 39 will sometimes drop scaled and unscaled items. Meaning I can sometimes get a req. level 39 item with ilvl 44 (unscaled), or I can get a req. level 39 item with ilvl 42 (scaled). This didn't feel sufficient enough to farm green +5 ilvl green boes. You won't always get an item associated with your level: you can get a whole host of items from mid-30's+.
Running a 39 through dungeons with a high level player blowing up everything always seems to net you scaled greens from drops. So this method is no good.
Items that come from lockboxes/chests seem to be unscaled. This is good. I tried my hand at farming some lockboxes from dungeons but this proved incredibly unreliable.
Your best bet? What Enno mentioned: spam Uldaman runs. I've been doing a number of runs on a 110 to speedrun the chest. The greens in the chest won't scale to your high level character so they are "static" in that sense. I've noticed 1 thing: anything less than level 40 will be +5 ilvl while any item that is req. lvl 40 will usually always go to ilvl 42. A little strange but whatever as we aren't worried about items above level 39. I've gotten some really nice Regal cloth items for my priest here and a number of nice mail items.
Take heed though: the chest has a yuge drop table and can be unreliable but the fact that it is spammable makes up for it. Sometimes you get 1 item, sometimes you'll get 3 items.

You are correct about the rares; but the lack of farming strategy outside of phasing makes it kind of shiit.

Like other people mentioned, the chest at the end of Uldaman is great for these. The level 40/ilevel 41-42 items in there are the plate pieces, they aren't scaled but they didn't get their level requirement lowered when plate was moved to level 1.
Other chests in Ulda are probably good too, I've been farming without lockpicking though so I'm not 100% sure.
The last boss in Gnomer also always seems to drop 1-2 old unscaled greens for everyone in the party. A group of 39s on the same server could probably spam it to share them. I don't know what level range they'll drop at, I think I saw level 35-38 required when I ran it a couple times for the ring last week. If the WC boss does that too, there might be other bosses like that.
