Getting ilvl 295 gear from final quest lines requires neck lvl 10

Please change the title and stop misleading people. I can confirm as well as others on this thread that you do not need lvl 10 neck to get 295 Azerite...

This is very easy to test though.

Once you get scroll quest, go farm your scrolls and nothing else. Get 15, and go to turn in. If it’s 285, go do your 7/7 chapters, go back, is it 295 now? If so, that is confirmation enough for me.

I didn't even have 10 levels on my neck when my DK got all 3 300 pieces lol. My Hunter though, he's around level 7 neck with the scroll quest helm and 2 285 pieces (after 5 ilvl upgrade). I just finished the second zone on him, about to start Zandalar later today. It's possible to get all 3 295 (300 after upgrade) pieces, your neck level doesn't matter as it doesn't equate to rewards. Rewards upgrading also are RNG, I'm not really sure why people are still trying to report that you need a level 10 neck to get them because that's not true. I've got a few 110 Twinks already, only 2 are set for a bit and out of those 2 I'm working on my Hunter who I'll probably try doing mythics on later. It's easy to get the gear though, people are just acting foolish man.

I think I did my helm quest turn in AFTER I finished my first zone with is the desert one Horde side.

As ally, I know from this thread and others that Stormsong doesn't give a 300. I just got 1st 300 from Tiragarde Sound, and it was from doing the southern shore quests. The final one where you end up in the good graces of Proudmoore rewarded a 295 which I bumped to 300. HOWEVER: the traits were EXACTLY the same as the chest I currently had...crazy!

Do you have a screenshot or example of someone with a 285 scroll helm? On all my characters it's been 295 even at level 110 with the baseline heart of Azeroth. On my first toon before I even went questing in any of the zones, I found a chest and got the item for the scroll quest rewarding level 295 helm.
 
I can weigh in a bit.

Baseline:
DH/Venge-xp off @ lv110, new to BFA reactivated sub/bought xpac 3 days ago.

My neck was lvl6 when I got the scroll helm quest (offered reward was orig ilvl 295).

I can confirm that chapter progress doesn't see to matter, as I have 1/8 stormsong valley, 2/8 Tiragarde Sound, and 1/10 Drustvar.

From what I read, this either is a) a mystery, or b) rng.. or a mixture..

Further noting - I typically will accept / do all side quests in the chains, but as you can tell - I have not done many 'chapters' with a combined 4/26 competed.

At this point, my 'Achievement Points' for this xpac are dismal, literally only: 'Come Sail Away, and 'Have a Heart' - yet, still offered a ilv295 piece (upgradeable to 300).

Further thoughts:

1. Does current ilvl affect the proc'd rewards?

1. My 'Vest of the Champion' chest piece is 280 orig, and at 285 now - was this a piece that some of you proc'd to 295/300 and is this slot forever going to rot at 285? Or is there a later quest/later chest item I should look forward to?

No. Feel free to be naked and there will be 0 difference.

None of these pieces proc +15 item level. It depends on your quest progression. The 1st ones will be 280, later on 295. And yes there will be more 295 pieces, so don't care about this one.

No, it does not matter which zone you do first because the outcome will always be the same. If you complete the 3 main location questlines and the 1 enemy location that you can do, you will always get 3-5 280s in the beginning, and then 295s the rest of the time. That is how it always is, and I have tested this myself.
On my mage, I did scroll quest first (got 295 helm), then I went to Zuldazar (got 280), then Tiragarde, half of Drustvar, all of Stormsong, then back to Drustvar. I did not get offered a 295 piece until I had gotten to Stormsong, but once I did, the rest of the pieces I got were 295s.
On my priest, I started with Stormsong (got all 280s), then scroll quest (295), Voldun (280), Drustvar (280 for the first piece reward, 295 for the last one), then Tiragarde (got 295s the whole time).
From personal experience and what I have learned, you will always get at least 3 295 pieces if you do the scroll quest, all 3 areas questlines, and the 1 enemy questline that you can do. You won't get any at first (except maybe from scroll), but by the end, you will have full 295s. Maybe even 1 or 2 extra.
 
One thing to note, use azerite.info to try and plan which zone is your last to make sure you get the traits your after for your 295 pieces. Stormsong valley = voldun, tiragarde sound = zuldazar, and drustvar = nazmir.

I held onto the kings gambit and ateenas fall quests that award azerite pieces, to see when they rose from 280 to 295. Pretty sure I did every other quest (or close to it) in those two zones and then headed to Vol'dun

The first azerite quest i got in voldun, Ending the madness, was also 280... so instead of doing that one I went back to zuldazar and did the kings gambit instead. Got that reward (was still only 280) and the other two quests also remained at 280 ilvl.

Did the Atal'dazar dungeon quest follow up offered directly after the kings gambit and both the other azerite quests jumped up to 295 rewards, before I even turned the dungeon quest in to the NPC.

Neck was at 14
All 3 azerite slots equipped were 295 (300) from dungeon drops at 117+ and the scroll quest that I did early on leveling.

Hope its useful info for 110, im working on those too, but not so serious because rares are enough for now.

I had a similar experience, Once I finished the 2nd dungeon quest I saw my rewards jump to 295. (Which means, keep the war campaign azerite quest until you do the two dungeons so it will be 295.) For alliance, I found it best to do Tiragarde sound as one of these two, as you get the dungeon quest midway through, so you get a 295 for the last quest too if you finish one other quest zone's end dungeon. That way you have the 3 azerite pieces from quest rewards, the 295 scrolls reward, and the war campaign reward. Using azerite.info you can try to plan accordingly to make sure you have a solid combination of traits as well (stormsong is nice for tidal surge trait for example, so you would do that zone last to have the piece with that trait at 295.)
