I just started running coastal surge on Lucid's weapon, its making up anywhere from 8-10% of my healing per game as holy. In shadow it makes it about 35% alot of games, which is a ton of just extra healing being pumped out in shadow form. I think it would prob be BIS for shadows running as support but I'm thinking its Bis for healers as well as 8-10% extra seems like alot. I haven't tried it in disc but it seems like it procs so much it should be fine for anyone. It also does proc on yourself a ton which is really helpful in shadow.

While im not in your bracket, I can say from a lvl 20 holy paladin's game play it amounted to about 8% to 10% of my total healing, sometimes 12. What's great about it is that it procs from any heal, meaning the heal from beacon of light has a double chance to proc it (once for the initial heal then another for the beacon tiny heal). For classes that have dot heals it could get crazy. On top of that the dot heal can crit. It's just miles better than any other healing enchant available, and like you said for some dps classes it can excel too.
 
the only thing ive noticed that bothers me, is that if the proc happens to someone with full health it vanishes rather than ticking and healing any dmg they take after
 
the way you refer to your characters by their name is weird
 
? its helpful to know what toon is running it. I have an army of priests and Lucid is fairly well known in this bracket.
