If ppl care so much about thoose who got northend engineering under lvl58. Why did you not report this in the ptr/beta before it went live?
My guess is that you had planed to get it yourself, but did not think blizzard would remove it or atleast not that quickly. And now the salt is kicking in.
If you did not get it you could allways use the other bombs. They dont have as high dmg but it have wider aoe on some of them. But i guess you guys wont use them. And if ther were no tinkers in the bracket you would be salty about thoose who uses bombs. #faketwinks

Took 5 minutes, and game mechanics allowed it. They used to allow you to get the inferno robe too - now it's grandfathered, like northrend engineering. Neither is/was an exploit.
Deleveling your toons after grabbing stuff at a higher level, now that's an exploit. And one that almost all the people calling this an exploit have done, ironically.
