this is old news, only new thing is that set bonuses are active in bgs

They were bugged for all of beta/ptr, weren't greyed out but didn't give any stats.
 
Guys, I urge you to do some more testing regarding your set bonuses. I run 60s twinks, the bonuses from sets like the Mana-Etched Regalia worked just fine during Legion, but they have stopped working during the pre-patch. The set bonus on the UI is not marked as inactive (legacy set bonus), it appears as green text, but it does not apply the bonus stats.

I reported it to a GM and got the following reply (emphasis mine)

Hey there, this is Specialist Game Master Bethshadd and I hope this message finds you well today :D Thank you for contacting us today regarding the issues with the Mana-Etched Regalia and those set bonuses no being active. My understanding is that all of the old sets became Legacy and are no longer active in-game. If you are seeing the active tag on this one it's likely just a display issue and really turned off. I can forward this information to our developers so that we can investigate and see about getting this fixed.

To offer a bit more transparency into how these reports are processed, here’s what our Quality Assurance team does with them upon receiving: 1. QA team gets bug report and tests to replicate the bug, attempting to pinpoint the source; 2. When QA team replicates the bug effectively it is sent to the Development team; 3. Dev team gets report of bug and source then work on resolving the conflict in the code; 4. Dev sends back to QA to test the fix; 5. QA weighs the bug’s detrimental effect on the world if fixed or not fixed (for example, will the fix actually cause more problems in game than not being fixed); 6. QA sends their decision to development; 7. Development creates a patch or hotfix for the issue and releases to the community; 8. Players download the hotfix/patch.
