dunno if it was mentioned didn't read the whole thread but you can transfer your twinks to a new account with no honor. costs money/gold but you would be able to play.
(though how the new account wide honor works with account transfers, idk. I am just assuming it doesn't bring your new account up to that level.)

Here is an update from a GM it looks like this one of the thousands of bugs they are having to fix from the... let's say rough... launch:
"I understand there's some queue trouble with twinks.
It’s never good to see problems like this in the game. I have gone ahead and looked into a direct fix here for you, but it seems this is a systems issue (aka a bug) that I can’t get around myself.
With that being the case I’ve pulled all your info together and made a report for our QA team and developers. Hopefully with the information you and I have collected for them they can fix this issue quickly. They still need to recreate the problem and figure out the underlying cause but the info we have passed onto them should help out with that.
Thanks for reporting this to us so we can get it fixed. I know a lot of players just ignore this kind of thing expecting it to go away in time, but reports like yours are needed so we can find these problems quickly. Beyond just tickets you can also use the bug report forums (http://us.battle.net/wow/en/forum/1012660/) and the submit bug feature in game to let us know about things you run into in game. We want people to report bugs asap so we try to give you a lot of options!"

Nope, AWT was 25 min, currently at 55 min. Not looking good, but maybe they're working on it.

Yeah I was thinking about this. Make a new account that isn't linked to my twink's account. It would have the same personal details so I could transfer a twink over too. Hopefully a lvl 29 wouldn't bring his honor level 51 over and hopefully I can transfer an allied race onto a server without a 110. I'll try it next week if the current situation isn't fixed.

I dunno if it debunks anything.
The entire bg is still stuffed with high level characters.
If it goes with algorithm they used for legion :
a)The mid tier level is technically could belong to both low tier and high tier brackets.
b)The dude could have qued with his friend,since whenever high honor joined your group,they disabled pops for you aswell,so you were queing for "high" bracket.
c) There is also possibility its party fixed.
