Its too bad you didnt get clear information. If you remember, the item in question was item level 100 in the past. This item still retains that item level, it just does not show on the tooltip for the item. This makes Links of Chain the current BiS offhand for casters.

so rude and invasive. in my opinion, best setup for casters is off hand link of chain (100 ilvl) and mace or wand with black magic (procs in wsg).

yeah wand in main hand and links of chain in off hand. But it makes no change whatsoever and are interchangeable if were comparing just the lily and the chains.

Not always true. It largely depends on their other gear. Sometimes it can increase one’s health by 10 or so. For the most part though, you are correct, the difference is negligible.
