TLDR:
farm mythic +15 titanforged gear from weekly chests and dungeon runs as they have the best chance of being BIS for 110 and/or 111 (of whatever freaking level is OP next Xpac). They will also prob be grandfathered. Other interesting, albeit broken ilvls are shown on the wowhead DB for BFA. So highly subject to change. But never a bad thing to prepare

So I've been looking on the BFA wowhead database, and I've found some very strange things regarding the ilvl of particular items.

It seems to me that between lvl 90 and 100, mythic gear seem to have little to no difference in ilvl and stats. Like my 91 twink with mythic SoO has ilvl 152-158 gear (158 seemingly being the +6 warforge as they currently do on live; also with the 4 upgrades). But the really interesting thing is the fact that my 3 crafted weapons and armor (from wod; all maxed upgrade) are ilvl 211-212. This is a pretty significant outlier in terms of stats from SoO or even WoD mythic gear.

101 twink gear that are warforged/titanforged seem to range from ilvl 200-250 depending on what they are live.

My guess is that warforges and upgrades are hardly effected at all, and still go up in increments of 5 lvls (give or take) each. Mostly unaffected by scaling. And since the wod crafted pieces have about 5 upgrades of 15 ilvls each, this may be what provides its significant ilvl.

Another interesting note for endgame, is that Mythic +15 titanforged gear are showing up as vastly superior to mythic Antorus gear. Ranging from ilvl 305 to 350 (or more). To get a sense of scale, one of my maxed out legendary is only reading as ilvl 282 and and a base mythic 15 is reading as ilvl 280.

artifact weapons seem to benefit a rather large amount from relics now. with three 210 relics in my weapon, the weapon is reading at ilvl 365. I'm imagining 3 mythic 15 titanforged relics boosting the artifact weapon to beyond 400.

Disclaimer: this all seems laughable and ridiculous, which is exactly why this has a small chance to make it to live when BFA hits. But based on what we're seeing, it may be wise to farm mythic +15s regardless since they have a good chance of still being superior. Also considering mythic plus dungeons for Legion are speculated to be removed after BFA hits.

Base tier mythic gear from Antorus gear is showing to be a laughable ilvl of 240. And getting a titanforge on a mythic tier piece is very impractical to farm currently, and you may be better off worrying about such after BFA hits.

Bump! People need to be aware of this if they don't want to miss out on a potential twinking opportunity next xpac!

Some numbers on wowhead have changed up a bit, but mythic+15 still show to be superior!
 
Isn’t there an option to turn it off cuz it’s all just pve servers

Depends on the ratio. Even if the changes made make more people not do wpvp, if the questing and leveling experience is more world oriented to a large scale, it might make up for it
 
Can anyone see if mythic 15 gear turned out to be more powerful than, lets say, heroic or mythic antorus gear?
 
Just checked on my heroic / mythic geares priest. Not sure where you were getting the ilvl 305 to 350 range but my 975 items on live were being changed to 255's. It all seems pretty consistent with the gear power levels on live servers.

I would still certainly recommend doing M+ as there are some very nice trinkets from dungeons that would be nice to have in your toolkit
