Can Scale Belly drop the Chromatic again, now that he 'scales' past 40? I've farmed him a little, with high level chars. He's dropping gear that's higher than ilvl 40.

I believe so, has been confirmed that pendulum and other super rares are dropping again

Pendulum and jackhammer have always dropped

its just there is a lot lower chance for them to drop post 2.3
