1. If I lock my xp will I only play against other players with locked xp?
2. Should I twink at 20 or 29?
 
Xp off and on is now merged, 29 if you have a sub
 
29 if you have cognitive issues or miss important body parts for playing like hands.
20 if you know what's up!

Should be kinda easy to figure out. Ex : rogue (griftah helm - ilvl 100, problem solving pendant neck - ilvl 80, ilvl 35 shoulders from dungeon, ilvl 45 parachute cloak from engineering, ilvl 37 chest from bgs, ilvl 37 wrist from bgs, ilvl 37 Bg weps from bgs (since weapon speed is normalized and rarity doesn’t make a difference, just need the blue weapons from BG), ilvl 35 hands from dungeons, ilvl 43 gnomish harm prevention belt from engineering, ilvl 37 legs from bgs, ilvl 37 boots from bgs, ilvl 60 rings (the rock), ilvl 65 Hook of the master angler trinkets (fishing event).

TLDR : find highest ilvl with native armor type for class for each piece (ex: leather for rogue, Cloth for mage). Use wand in main hand if able to (ex: priest mage, warlock). Look at armories to see bis if you don’t know, or look in legion prep guide to find some gear that isn’t dungeon loot).

I don't know of a list. The basics come down to...

White neck/ring/offhand. White legs are equivalent to dungeon drops.

Engineering gear. Depending on your armor class theres helm, boots, foot, and belt I think? And cloak and trinkets.

BG Boxes - ilvl 37 gear for blues that drop from the BG boxes

Dungeon/quest blues - ilvl 35 stuff in every other slot.

Add in fishing trinkets and rogue-only ilvl 100 helm.

Make sure to use the right type of weapon.
 
i have seen lvl 20 vet enter bg with a food buff
it was only +4/+4 tho
asked him about it
he tried +6/+6 on the same lvl 20 toon
it disappeared upon entering bg

Was that a little while ago? During one of the world events even I noticed some buff that stuck, I think it was the harvest festival one, maybe. It was an actual holiday only food, wish I could remember which one.
Or have u seen something more recent?

I would play 20 and let your sub lapse. If you're going to sub, there's no reason to play in this stupid bracket.

the influx of allied race levelers who dont take low lvl bgs seriously made it worse in the recent months
 
20 vs 29 (in BG's):

Abilities: Depending on class, you will have a few more abilities/spells/passives at 29 vs 20. One or two of these extras may be key.

Gear: 29's have higher ilvl gear available. However, the extra 1 % or 2 % (if that) extra stats as a result probably will not matter in your battles.

Consumables: Can't speak to this too much. You may be able to start the BG with an increased benefit. But. after your first death, it is all moot.

29's only come out ahead in terms of the extra one or two key abilities. A 20 can be free to play.

All purely conjecture; dispute, debate.
