Why are Epic items like Replica Blood Gaurd's Cleaver bis? What bonus does the epic status give in Bgs?

Also would that mean Replica Staff of Gul'dan is BiS for both Arms and Survival?

The staff is BiS for any horde melee class

These items are BiS because the higher rarity the weapon the more damage they do most of the time regardless of ilvl

ie: In the level 70-79 bracket double glaives is BiS for ww monks, rogues, death knights, and fury / prot warrs because legendary is the highest rarity as far as i'm concerned.

For 20-29 this is wrong.....it's weird with weapons like Paige has said.
For rogue a Epic one hander does give the most damage, but when I use 2 handed as Holy Pally the BoA 2 handers give me the most DPS.
I have checked 1 handed BoA versus movie mog for Holy Pally and Mace of Order and BoA one handers still come out on top. But that's just for Holy Pally. I've seen screen shots of rogues though and the epic one handers give more damage for some reason.
Main point is, you have to get in a BG/Skirm and swap in and out gear while checking your stat sheet to see the change.

Check out this if you have questions on rarity scaling:

I wonder why people get different results on different classes as to how rarity affects their dps.

Essentially how it works, is that the scaling of damage still takes raw damage and weapon speed into account. However, the majority of improved scaling comes from rarity once you reach the epic rarity and upwards.

So, with this in the back of our heads, we now look at the ilvl scaling as well. Any item, no matter the rarity, will be scaled to the appropriate ilvl of each bracket. That ilvl is generally set by heirloom ilvl. So, whatever ilvl your heirloom has at the max lvl of your respective bracket is the scaled ilvl of each piece of gear.

Now we combine these factors. Rarity, which generally is the most important factor at an epic rarity and above, plus the raw damage of the weapon, plus the weapon speed, plus the actual ilvl scaling of the weapon.

The reason as to why epic weapons (especially the ilvl one epics for the lower level brackets) scale so well, is because they have pretty good raw damage for their respective ilvl. That now scales with their increased "pseudo-ilvl" that they will receive while equipped inside instanced PvP + rarity bonus.

It's pretty weird. Even more weird if people start to get different numbers where heirloom weapons surpass epic weapons.

Some people dont know how to test weapons. It's not about the stats on your char, actually use both weapons on the same target in a bg and compare damage numbers.
