Here we are! 1 year later and... ¿have they fixed this ''bug''? Can lvl20 now drop the toy? Also I will try to loot it with http://www.wowhead.com/item=60854/loot-a-rang, but I don't know if something is going to change, or I will stay to have this black window when I try to loot him
Note: I have been in tol barad farming rep and sometimes (60% ?) I could loot some cocodriles.

I was able to kill the shark on my 29 first kill got the toy... But i had also joined a raid group full of a bunch of 110s. Maybe it has a tag limit or something.
