According to wowhead there are seperate quests for each factions in Utgarde Keep: http://www.wowhead.com/quest=29763 / http://www.wowhead.com/quest=11262 Assuming they work the same as signet of argus for 19s that you can complete on both factions.

For ilvl boost yes. Ideal you want x2 rings from utgarde keep by faction changing so you get x2 155 ilvl rings.

What twink guilds lol? AD only has one twink guild thats remotely active and even then they are just the same 5 people playing in the 60 guild. Your not going to merge with another guild due to there not being any.

Wand quality does not matter.

Druid healing is pretty weak. The others are fine I suppose priest and paladin will always be at the higher end of healing.
